What the State Plan on Aging Means for Pima County
On July 31, Pima Council on Aging (PCOA) hosted a public input session to support Arizona’s next State Plan on Aging — a federally required roadmap that ensures older adults across our state receive the services and support they need to live healthy, independent, and fulfilling lives.
The Arizona Department of Economic Security’s Division of Aging and Adult Services (DAAS) is developing this plan for 2027–2028. It will outline statewide goals for programs like nutrition, transportation, home and community-based services, and opportunities for social connection — as well as strategies and measurable outcomes to ensure progress.
What We Heard from the Community
During the forum, older adults, caregivers, and local partners shared perspectives on both needs and strengths in Pima County. Feedback echoed statewide survey and interview findings, which highlight:
• Top concerns for older adults: food insecurity, long wait lists for home-delivered meals, cost of care, access to transportation, and social isolation — especially for those living alone or with limited resources.
• Challenges for caregivers: burnout, lack of funding for support services, balancing work with caregiving responsibilities, and the need for better access to information and respite options.
• Emerging issues: the impact of extreme heat on health, rising scams targeting older adults, and shortages in direct care workers.
We are especially grateful to the community members who participated, including those who joined our in-person viewing at PCOA designed to ensure older adults without internet access could still share their voices.
Why It Matters Locally
Nearly 28% of Pima County residents are age 60 or older — a population that is growing and increasingly diverse. Understanding their needs helps ensure that future funding, programs, and policies reflect the realities of aging in Southern Arizona.
