Requests for Proposal
Community Lunch Program
Pima Council on Aging is extending an open Invitation to Partner for our Community Lunch Program and we believe your organization may have something to contribute.
We’re looking for organizations across Pima County, nonprofits, faith communities, businesses, restaurants, and others, who can offer a space, a kitchen, volunteers, programming, wraparound services, or financial infrastructure. Together, we can build a network of sites where older adults find a nutritious meal, real connection, and access to support that helps them thrive.
This is not a competitive RFP. It is an invitation to contribute what you have and build something none of us could create alone.

Community Impact Plan
PCOA is in the midst of an intentional evolution from a service-delivery organization into a community-centered backbone organization focused on systems change for older adults in Pima County. As part of that journey, we are launching a participatory Community Impact Assessment and Community Impact Plan, and we are seeking a true partner, not a vendor, to help us design and lead that process alongside us.
This is vision-first work. We are not starting with gaps and working toward incremental fixes, we are starting with a bold, community-owned vision of what aging with dignity and justice looks like in Pima County, and working backward from there. We want a partner who understands that the process is part of the outcome.
Proposals are due by Sunday, May 15, 2026 at 5:00 pm MST.
Questions may be directed to RFP@pcoa.org by May 5, 2026.
