75,000 are in the shadow gap: above poverty, but below qualification for federal support.


Older adults are some of most invisible people in our public conversation. They are absent from advertising, underrepresented in media, and overlooked in policy. This breakfast inverts that.

Through digital storytelling guided by the teams at the University of Arizona Health Promotion Sciences and Creative Narrations, older adults speak for themselves and the room listens.

The morning closes with the inaugural Marian Lupu Legacy Award, honoring leadership that has made aging with dignity more possible in Pima County.

Marian Lupu Legacy Award Nominations

PCOA was founded in 1967 by Marian Lupu, a visionary leader who believed that aging should be met with respect, not stigma, and that older adults deserve a strong voice in shaping the services they rely on. Under Marian’s leadership, PCOA became one of the first organizations in Arizona dedicated solely to the needs and rights of older adults.

The Marian Lupu Legacy Award honors a person whose work carries that conviction forward. Someone who advocates for older adults, strengthens the supports that let them live with independence and dignity, and reflects the spirit of service that defined Marian’s life.
