These programs offer financial discounts on utility bills. Most programs have income limits, guidelines, and an application process.

Assurance Wireless is a federal Lifeline Assistance program that provides a free Android smartphone, free monthly data, unlimited texts, and monthly minutes for qualified low-income individuals. You may be eligible based on household income or if you or a member of your household participate in public assistance programs such as Medicaid, SNAP, or SSI. Pima Community Action Agency
The Pima County Community Action Agency (CAA) has a hotline to serve those who applied to the COVID-19 Rental Eviction Assistance Program funded through the Arizona Department of Housing.
Although that program is no longer accepting new applications, CAA staff may answer questions regarding the status of an application, provide forms required for processing, offer assistance to submit pending information, and direct applicants to other resources -- including utilities.

The program includes a discounted monthly basic service charge and a 30% reduction on the first 150 therms per month from Nov. 1st–Apr., 30th. Eligibility is based on income and other factors. Valley Assistance Services provides multiple community health and social services programs, which include: care management, RN advocacy, post-hospital discharge advocacy, wrap-around services, dementia support, caregiver support, health education classes, emergency financial assistance with rent and utilities in our service area, workforce training and career path building computer lab with one to one coach, youth and young adult financial literacy, budgeting and savings classes, application assistance with SNAP(food stamps), senior transportation, grocery shopping, errands, friendly phone calls, friendly visitors, fall prevention and fall prevention events, peer socialization and support for seniors, Holiday program, information/referral and resources, and more.
