Mark Clark is President & CEO, a position he has held since 2014. He has more than thirty-five years of executive leadership of behavioral health, aging, human service, housing and faith-based organizations. From 2011 to 2013 he served as Associate General Minister of the Cleveland-based United Church of Christ. Prior to this position, Mark served for twelve years as the President & CEO of CODAC Behavioral Health Services. He is currently a board member of the Rotary Club of Tucson, TUSD Benefits Trust and Presidio San Agustin. He has been active in number community and professional organizations, including the Southern Arizona Leadership Council, Old Ft. Lowell Neighborhood Association, the National Organization of Social Workers and United Way. He is honored to have been selected to be Arizona Social Worker of the Year in 2009, and to have received a Lifetime Achievement Award from the Arizona Coalition to End Homelessness.  Mark holds a Masters in Social Work from ASU and an undergraduate degree from NAU. He was a 2002 Fellow of the Center for Social Innovation at the Stanford University Graduate School of Business. He has taught at both the graduate and undergraduate levels at the ASU School of Social Work and Pima Community College.

Victor Quiros

Victor Quiros, Vice President of Operations, has been with PCOA since 2018. Prior to that time, Victor was most recently the Deputy Director of the Multi-Door Dispute Resolution Division of the District of Columbia Superior Court. There he oversaw Division operations, review processes for the work of 150 volunteer attorney mediators and for case documentation, and deploying the Court’s business intelligence system for data analytics in the division. With a master’s degree in Computer Information Systems and a Ph.D. in Conflict Analysis and Resolution, Victor has followed a dual-career track working, and managing staff and projects, in these two fields for over 25 years. He has worked locally at Arizona’s Children Association, Sunquest Information Systems, and Our Family Services where he has led technology implementations as well as managing several community-based programs.

Lisa Reams

Lisa Reams, MS, Vice President of Programs & Services, has provided and overseen social services in Tucson for over 25 years. A family and community mediator by trade, she began leading services for older adults in our community in 2005. She was honored as one of Tucson’s top 40 Under 40 community leaders in 2008. She currently serves as the co-chair for the Behavioral Health & Aging Council and on the Attorney General’s Office Taskforce Against Senior Abuse. In addition to her work with older adults, she is involved with the local animal rescue community working with the Pima Alliance for Animal Welfare and serving on the Board of Directors of Handi-Dogs.

Rebekah McGee, Vice President of Population Health Initiatives, has worked for 17 years with nonprofit human and social service organizations. The last 8 years have been spent serving in an executive leadership capacity.  Rebekah oversees PimaCare at Home, PCOA’s non-medical home care agency, as well as overall population health services provided by PCOA. She is a member of the Board of Directors for the Caregiver Training Institute and a member of the Arizona Housing Coalition.

Sarah Spearman, MS, Vice President of Philanthropy and Communications, has worked for over 25 years within nonprofit leadership in health, education, and social justice organizations. Sarah relocated to Tucson in 2023 from Santa Fe, NM where she was the Executive Director for a local health service organization and served on the Board of the Santa Fe Animal Shelter. Sarah has a long history of volunteerism with older adult populations, music organizations, and social justice initiatives.

Jennifer Cain, Vice President for Health and Community Partnerships has worked for over 20 years supporting older adults through state government and nonprofit social service organizations. Jennifer is passionate about promoting health and home and community-based services and is currently serving on the Arizona Falls Prevention Coalition. She is the Co-Chair of the Southern Chapter of the Arizona Falls Prevention Coalition and has a key role in collaborating with community partners to create innovative solutions for the Aging Network.
